St. Petersburg Considers Restrictions for Courier Services Using Electric Scooters

St. Petersburg is considering implementing new regulations for couriers using personal mobility devices, such as electric scooters, with potential restrictions on zones and operational requirements. The Transport Committee has drafted orders outlining these proposed changes.

Extensive zones, encompassing almost entire municipal districts in some cases, may be designated as no-go areas for couriers using electric scooters. While the central areas are affected, the restrictions primarily target public spaces, parks, and squares in non-central locations.

Beyond geographical limitations, the proposed regulations also address the appearance and equipment of couriers and their vehicles. Couriers would be required to wear uniforms with reflective elements for nighttime visibility, maintain a neat appearance, and display identifying numbers on their bags and vehicles.

The personal mobility devices themselves would be subject to mandatory equipment standards. These standards include a functional braking system, a horn, a front headlight, a rear light (to be used day and night), and marker lights (if available).

Furthermore, there is a project that suggests barring foreign nationals from working as couriers in St. Petersburg, similar to existing regulations in the taxi industry. The business sector is reportedly concerned about the potential consequences of these significant changes.
