Proposal to Establish Progressive Childcare Allowance Based on Number of Children

A proposal has been made to the Russian government to implement a progressive childcare allowance system, where the amount of support increases with each additional child in a family. State Duma Committee Head Yana Lantratova sent a letter to Prime Minister Mikhail Mishustin outlining the plan.

The proposed system suggests maintaining the current allowance for the first child at 40% of the average income over the past two years. However, with the birth of a second child, the allowance would increase to 50% of the average salary. Subsequent children would trigger even higher allowances: 100% for the third, and 150% for the fourth, with the potential for further increases beyond that.

Lantratova believes that adopting this initiative would have multiple positive effects, including stimulating the birth rate, alleviating poverty among families, and enhancing their overall financial stability. She views it as a potential catalyst for reforming the nation’s demographic policies.

Lantratova highlights the urgency of addressing the demographic situation in Russia, citing concerns that the number of newborns may decline further without effective intervention. She references forecasts from Rosstat, suggesting that under a pessimistic scenario, the population could decrease to 130.6 million by 2046.

In 2025, the minimum monthly allowance is projected to be approximately 9,227 rubles, while the maximum could reach almost 69,000 rubles. The average allowance amount currently ranges from 15,000 to 20,000 rubles per month.
