Criminal Case Opened Against Suspected Organizers of Illegal Migration in Perm

A criminal case has been initiated against 17 individuals in Perm, Russia, suspected of being part of an organized crime group facilitating illegal migration. The Russian Investigative Committee announced the charges on May 30.

The investigation indicates that the criminal organization was allegedly formed between 2021 and 2024. The director of the international center for language testing and educational preparation of migrants at the Peoples’ Friendship University of Russia (RUDN), along with subordinates and employees of a commercial entity, are implicated. They are accused of creating an environment conducive to the illegal presence of foreigners in Russia by fraudulently administering state-required exams. These exams cover Russian language, Russian history, and the fundamentals of Russian legislation.

The firm’s employees, operating in Moscow, Perm, Tula, and Samara regions, allegedly recruited “agents” to conduct exams and individuals to test foreigners. These “agents” were tasked with identifying foreign citizens and stateless individuals seeking certificates needed for work permits, temporary residence permits, permanent residence permits, and Russian citizenship. Falsified exam materials, money, and document copies were allegedly sent to RUDN, where center employees knowingly issued certificates despite the falsification. Authorities believe at least 200 foreigners were clients of this scheme.

The 17 defendants face charges under Article 322.1 of the Criminal Code for organizing illegal migration by an organized group while using their official positions and Article 210 of the Criminal Code for organizing or participating in a criminal association while using their official positions. Two suspected organizers are in custody, while other preventive measures, not involving detention, have been selected for the remaining suspects.
