Russia Introduces New and Increased State Fees for Car Owners and Migrants

New state fees for car owners and migrants in Russia will take effect on September 1, following the approval of a law by President Vladimir Putin. The legislation, published on the official portal for legal acts on July 31, introduces new charges and raises existing tariffs for various services.

Vehicle owners will face higher costs for essential documents. The price for a vehicle title (PTS) will rise from 800 to 1200 rubles, while amendments to previously issued titles will increase from 350 to 525 rubles. Obtaining a vehicle registration certificate will also become significantly more expensive, with paper versions costing 1,500 rubles and new plastic versions priced at 4,500 rubles.

Driver’s license fees are set to double. A national driver’s license (plastic version) will now cost 4,000 rubles, while the new generation document will be priced at 6,000 rubles. International driver’s licenses will increase from 1,600 to 3,200 rubles. Additionally, the fee for a certificate of admission of a vehicle to transport dangerous goods will increase from 1,500 to 2,250 rubles, with extensions costing 1,500 rubles instead of 1,000.

Transit and registration number costs are also on the rise. Metal transit numbers for cars will increase from 1,600 to 2,400 rubles, and paper ones from 200 to 300 rubles. Registration plates for cars will now cost 3,000 rubles instead of 2,000, while those for motorcycles and trailers will cost 2,250 rubles instead of 1,500.

The cost of vehicle conversion is also affected. Fees for certificates of conformity of a vehicle to safety requirements after design changes, as well as for permission for such modifications to vehicles already in use, will triple.

New fees are being introduced for technical inspections and driving school accreditation. A state fee of 500 rubles will be implemented for entering data into the EAISTO system when registering a diagnostic card after a technical inspection. Additionally, a fee will be charged for issuing an opinion on the compliance of driving schools’ training bases with established standards, intended to improve the quality of driver training.

Migration registration will also see changes with the introduction of new fees for foreigners. Starting September 1, a fee of 500 rubles will be charged for registering a foreigner or stateless person at their place of stay, and 1,000 rubles for extending the period of temporary residence. The fee for registering foreign citizens at their place of residence will increase from 420 to 1,000 rubles, but these changes will not affect participants in the experiment to introduce additional mechanisms for registering migrants.
