Ministry of Digital Development Prepares Technical Infrastructure for New National Messenger

The Ministry of Digital Development is actively preparing the technical groundwork for integrating various services into the new national messenger, aiming to simplify access to public services for citizens. This initiative aligns with the government’s push to promote domestic technology solutions and enhance digital interaction between citizens and state entities.

Maksut Shadaev, the head of the Ministry, informed President Vladimir Putin and the government about the ongoing technical developments during a recent meeting. He explained that the messenger would incorporate a digital assistant, guiding users through the requirements for specific public services, facilitating document submission, and providing service confirmations directly within the application. The goal is to create a user-friendly platform that streamlines access to essential government services.

A bill establishing the legal framework for the phased rollout of services within the national messenger is currently under consideration, having been submitted for its second reading on May 30. This legislative step is crucial for ensuring the legal compliance and operational stability of the new system.

President Putin has emphasized the importance of incorporating both state and financial services into the domestic messenger platform. He urged all government departments to actively support the development and promotion of the Russian messenger. This directive underscores the government’s commitment to establishing a robust and accessible domestic digital communication infrastructure.

Recent regulations have restricted the use of foreign messengers by banks, telecom operators, marketplace owners, and government agencies for communicating with citizens. Additionally, mandatory labeling of outgoing calls from organizations has been implemented. These measures reflect a broader strategy to prioritize the use of domestic communication platforms and enhance data security within the country.
