Putin Assesses Ukraine’s Objectives Following Negotiations and Attacks

President Vladimir Putin stated that recent terrorist attacks and Ukraine’s negotiation proposals indicate an effort to disrupt peaceful resolutions. He made these remarks during a meeting with government officials, addressing both the outcomes of talks with Ukraine and the incidents in the Kursk and Bryansk regions.

The investigation into the railway explosions in Bryansk and Kursk revealed that the devices used foreign-made explosives and Ukrainian control units, according to Alexander Bastrykin, Chairman of the Investigative Committee of Russia. Bastrykin asserted that the evidence strongly suggests Ukrainian special services orchestrated the attacks. The damage is estimated at one billion rubles.

Regarding negotiations, the Ukrainian side proposed a 30- to 60-day ceasefire to prepare for a leaders’ summit, as reported by Vladimir Medinsky, head of the Russian delegation. Medinsky noted that Ukraine’s conditions included an unconditional ceasefire and using that period to arrange a meeting between heads of state. He mentioned that Ukraine submitted their version of a memorandum on May 28.

Sergei Lavrov, the Russian Foreign Minister, acknowledged progress on humanitarian issues between Russia and Ukraine and stressed the importance of maintaining communication channels. He criticized President Zelensky’s rejection of short-term truces, which Lavrov said were necessary for collecting the bodies of deceased soldiers.

Putin emphasized the necessity of continuing to use all available means, including negotiations, to achieve the goals of the Special Military Operation, and urged against succumbing to provocations. He also expressed condolences to the families of those killed in the terrorist attacks and instructed officials to provide comprehensive support to victims and their families. Financial assistance of 1,167,000 rubles will be provided to each affected family.
