Shirotnaya Expressway Interchange at Kommuny Street Project Includes Garage Demolitions

The planning project for the Shirotnaya Expressway interchange at Kommuny Street in St. Petersburg involves the demolition of garage complexes and seizure of land from parking lots and a tennis club. The project documentation has been published for public discussion, with proposals accepted until August 20th.

The interchange, commissioned by ZSD JSC, will span 1.644 km with a 2.65-meter wide dividing strip and 3-meter sidewalks on each side. It will feature an overpass, an interchange at the intersection with Kollontai Street, and extensions of Kollontai and Kommuny streets. Lighting will be provided by lamps on 12-meter high poles spaced every 29-31 meters.

The construction is part of the city’s final stage 4.2, extending from Soyuzny Prospekt to the Ring Road (KAD). This stage requires adjustments to the documentation, replacing the overpass design with embankments and implementing barrier-free payment. Stage IV includes a section from 2nd Luch Street, a bridge across the Neva River, and a section to the Ring Road, with implementation scheduled for 2025–2031.

The first phase involves building a section from the intersection of Lopatina, Kollontai, and Krzhizhanovsky streets to the transport hub at the intersection of Kommuny with Lenskaya Street. The main route of the Shirotnaya Expressway will pass over the railway tracks via an overpass. The second phase involves constructing exits and connections of the Shirotnaya Expressway to Kommuny Street and Kollontai. An additional lane will be added for a right turn from Kollontai Street to Lopatina.

The project includes the installation of seven public transport stops: two on Lopatina Krzhizhanovsky, two on Kommuny, two on side driveways, and one on Khasanskaya Street. Entrances to parking lots and residential buildings are planned on the Lopatina axis, with side driveways connecting Khasanskaya Street to Kommuny.

Land seizure is planned for several plots, including:

  • A 5,000 square meter plot northeast of the intersection of Kommuny Street and Lenskaya Street.
  • A 6,300 square meter plot north of the intersection of Kollontai and Krzhizhanovsky streets.
  • A 3,300 square meter plot east of house number 49 on Kollantay Street.
  • Garage complexes with an area of 56,200 square meters north of the intersection of Krzhizhanovsky and Kollontai streets.
  • A 19,400 square meter plot where a truck parking lot is located.
  • Garage complex within the boundaries of Khasanskaya, Kommuny, Lenskaya, and Belorusskaya streets (three plots totaling 44,700 square meters).
  • A 3,500 square meter plot southeast of the intersection of Lenskaya and Kommuny streets.
  • A plot of more than 6,000 square meters south of the intersection of Khasanskaya and Kommuny streets, where tennis courts are located.

The total construction cost of stages II–IV (from Vitebsky Prospekt) is 241 billion rubles. A concession agreement for their construction was signed with Shirotnaya Expressway of the Northern Capital, owned by Gazprombank and VTB, during last year’s St. Petersburg Economic Forum. The total length of the Shirotnaya Expressway will be 32.4 km, with 16.7 km in St. Petersburg and 15.7 km in the Leningrad Region.
