Drivers Receiving Unfair Speeding Tickets on Serov Highway

Drivers are reporting they are unfairly receiving speeding tickets on the Serov Highway due to conflicting speed limits. Road signs indicate a limit of 70 km/h, while photo enforcement shows a limit of 50 km/h.

The discrepancy is occurring on the section of the “Ekaterinburg – Nizhny Tagil – Serov” highway between kilometers 323 and 345. Drivers are expressing frustration over what they perceive as “lawlessness.”

The Road Administration of the Sverdlovsk Region confirmed the permanent traffic management scheme for the area specifies a 70 km/h speed limit. However, they stated that photo and video recording devices and fines for violations fall outside their jurisdiction.

The regional traffic police (GIBDD) maintain they monitor the highway section according to established standards and that the operation of photo and video recording systems complies with current legislation. They added that road infrastructure development, including sign placement, is the responsibility of road services, and that issued tickets can be appealed. The traffic police also stated that road user safety is a priority.

A source suggests the Road Administration may have failed to notify the traffic police about the new signs, leading to the incorrect fines. There have been previous instances of road workers changing signs near photo and video recording systems without informing GIBDD.

A similar incident occurred previously on another section of the Serov Highway where the removal of 70 km/h speed limit signs also resulted in drivers receiving unwarranted fines.
