Putin stated that Ukraine is resorting to terrorist tactics to intimidate Russia due to significant losses and retreats along the front lines. He also commented on Kyiv’s rejection of a humanitarian ceasefire, suggesting the regime prioritizes maintaining power over peace and the lives of its citizens.

Putin questioned the purpose of negotiations with a government that “relies on terror,” arguing that it would only allow them to rearm and prepare for further attacks. He believes the attacks on civilians were intended to disrupt any potential negotiation process.
