Residents of city-owned social housing located within the construction zone of the Moscow-St. Petersburg High-Speed Railway (HSR) will be relocated at the expense of Russian Railways (RZD). A specific financial mechanism is being developed to facilitate this process.
The proposed solution involves a gift agreement for cash designated for apartment purchases between RZD and a designated city government body. This approach addresses concerns related to targeted spending requirements associated with traditional donation agreements, where funds are typically earmarked, unlike the city budget’s common pool structure.
The relocation of residents living in social housing along the HSR route, particularly in the Farforovskiy Post area, has been a primary concern raised with city officials and the railway’s construction concessionaire. Apartment owners are seeking fair compensation for their properties, including the value of the underlying land.
This relocation effort coincides with the ongoing relocation of houses near the Bolshoi Smolensky Bridge construction site, where apartment assessments are already underway.
