Conclusion on Public Discussions Regarding the Planning Project for the Exits of the “Teatralnaya” Metro Station

The Committee on Urban Planning and Architecture (KGA) has released its conclusion regarding public discussions about the planning project for the exits of the “Teatralnaya” metro station, stating that neither the FSB’s gas station nor concerns about historical buildings were considered valid arguments against the chosen locations. The document, published on June 4th, addresses concerns raised by Rosneft and AO “Usluga,” owners of properties slated for demolition to accommodate the metro exits.

Rosneft had emphasized the social importance of its gas station, citing its role in refueling ambulances and FSB vehicles. However, the commission stated that the two selected locations were chosen from eight options as the most effective and are already included in the General Plan.

Similarly, AO “Usluga” raised concerns about the significance of its service building, the potential danger to historical buildings during demolition, and the need for a buyout. The commission responded that the locations were selected for their effectiveness and that the project includes measures to protect historical buildings. The matter of a buyout pertains to later stages of the project and not the current planning phase.

Furthermore, AO “Usluga” suggested retaining the initially planned exit on the gas station site. The commission clarified that alternative designs are not considered in the land planning documentation. The General Plan of St. Petersburg mandates both exits: an underground vestibule on Teatralnaya Square (on the gas station site) and an above-ground vestibule on Lermontovsky Prospekt (on the Service Building site).
