Foreign Companies Have Not Yet Officially Requested to Return to Russia

Foreign companies have not yet submitted official requests to the Ministry of Industry and Trade to return to Russia, according to Minister Anton Alikhanov, speaking at Russian Retail Week on June 2.

Alikhanov suggested that Western companies understand Russia will prioritize its own producers, deterring them from formally applying to return. He emphasized that Moscow is adopting a “policy of reasonable trade and industrial protectionism” and will selectively evaluate those seeking to operate in the Russian market.

The minister outlined conditions for the return of foreign companies, stating that it would only be possible with Russian partners and under Russian control. Another key requirement is the “localization” of production and technology within Russia, eventually leading to the establishment of a complete production cycle in the country.

Alikhanov stated that whether Western companies return is no longer critical, because their actions have reduced Russia’s dependence on them. He emphasized that Russia didn’t break any agreement, but the Western companies did.

Previously, President Vladimir Putin indicated that major foreign companies are expressing interest in returning to the Russian market. Deputy Prime Minister Denis Manturov added that companies that have departed may be allowed to return if Russia determines that their presence would benefit the country by expanding the range of goods and services and increasing competition.
