Study on Revocation of Construction and Urban Planning Licenses

Following inspections and a tragic event in Kochani, a study by the Center for Civic Communications reveals details about the companies facing revocation of their construction work and urban planning licenses by the Ministry of Transport and Communications. The Ministry’s list initially included 479 companies.

The actual number of companies affected is 426, as some are listed multiple times or have multiple licenses to be revoked. These companies face the revocation of 471 licenses across 11 different categories.

A significant finding is that for most companies, the licenses being revoked are not essential for their operations or for receiving state tenders. Currently, only 49 companies on the revocation list hold active public procurement contracts, valued at a total of 26 million euros.

Of these, only 23 companies with existing public procurement contracts will lose licenses that were specifically required to secure those contracts. These 23 companies collectively hold 58 public procurement contracts with a total value of 14 million euros. In the past three years, 101 companies on the list have received tenders totaling 77 million euros.

The study also highlights the financial status of these companies; 28% have either a blocked account or are legally/commercially inactive, while the remaining are active. 85% of the companies generated a total annual income of 128 million euros in 2023.

A large portion of these companies generate low annual income; 31% earn less than 15,000 euros annually, while only 8% (33 companies) earn more than 1 million euros. These companies collectively employ 2188 people. A small percentage, 4%, have no employees, and 3% have only one employee, while only 3% have more than 10 employees.
