Public Administration Reform Council Addresses Strategy Implementation and Progress

The Public Administration Reform Council convened for its second session, focusing on the analysis of the Public Administration Reform Strategy 2023-2030, the adoption of annual reports for 2023 and 2024, and the presentation of findings from the SIGMA assessment mission regarding the Republic of Macedonia’s progress in public administration.

Prime Minister Hristijan Mickoski oversaw the session, where Minister of Public Administration Goran Minchev underscored the government’s commitment to public administration reform as a key priority linked to European integration. Minchev emphasized the need for an efficient, professional, transparent, result-oriented, digitized, and service-oriented administration, free from undue political influence.

The Council reviewed annual reports indicating progress in administrative procedures, transparency, and digital services. SIGMA’s 2024 assessment mission highlighted positive steps in key reform areas but also identified remaining challenges.

The Council adopted the Annual Reports for 2023 and 2024 on the implementation of the Public Administration Reform Strategy, to be submitted to the Government for consideration and adoption. Additionally, they adopted an Action Plan based on recommendations from the SIGMA assessment mission’s Monitoring Report for 2024, outlining specific activities to improve public administration.

Minister Minchev stressed the importance of institutional responsibility in implementing reforms, stating that public administration reform is a fundamental process aimed at delivering concrete improvements for citizens, and the Ministry of Public Administration will actively coordinate reform processes to create an efficient, modern, and professional public administration.
