Mandatory Publication of Retail Prices for Traders in Effect

All small, medium, and large retailers, excluding micro-traders with up to 10 employees, are now required to publish the prices of all their products. This regulation, effective from April 18th, aims to increase price transparency and empower consumers to make informed purchasing decisions. The mandate encompasses a wide range of retailers, including those selling basic food items, hygiene products, household appliances, toys, textiles, building materials, tools, and electrical appliances.

The requirement stems from the Rulebook on the method of publishing prices of goods and the data to be published by small, medium, and large retailers, as stated by the Minister of Economy and Labor, Besa Durmishi. Retailers must publish prices on their websites in a clear and accessible manner through a dedicated “Price List” section, without requiring registration or login.

The published price list must include: the name of the product (brand, model, etc.), retail price with VAT, unit price (per kilogram, liter, meter), a description of the goods, availability in the sales facility, regular price with VAT, and any promotional or discounted price. For promotional prices, the discounted price should be expressed as a percentage, along with the type of promotion (promotional offer, loyalty package, or seasonal discount) and its duration.

Traders are obligated to update the prices of goods daily, specifically every working day by 10:00 AM. In the event of an unintentional technical error during the price update, the trader must correct the error within 24 hours.

Durmishi believes this measure will lead to increased competition and potentially lower prices. She stated that citizens will be able to compare prices across different retailers and make informed choices about where to spend their money.
