The government has adopted a proposed concept for organizing a resource center aimed at bolstering support for municipalities.

According to the government, this initiative will significantly contribute to strengthening local capacities, fostering more efficient local development, and improving cooperation between local and central governmental bodies.

The concept encompasses three primary components. The first is the Technical Documentation Fund (TDF), a financial instrument designed to finance municipalities and planning region development centers, enabling them to develop comprehensive technical documentation for infrastructure projects. This is currently being piloted within the “Building Municipal Capacities for Project Implementation” project, a partnership between the Ministry of Local Self-Government, UNDP, and the Swedish Development Agency (SIDA). The second component focuses on supporting and developing the capacities of municipal administrations through training, professional assistance, experience sharing, and support for inter-municipal cooperation. The third component provides an overview of project-based financing opportunities, offering a platform that consolidates information on budgetary fund allocations and donor fund opportunities available to municipalities.
