A public dispute has erupted between Transport and Communications Minister Aleksandar Nikoloski and Skopje Mayor Danela Arsovska concerning the authority responsible for addressing illegal construction in the Čair municipality. The disagreement centers on whether the Ministry of Transport and Communications or the City of Skopje holds the primary jurisdiction to act against such illegal constructions.
Nikoloski stated that the City of Skopje and Mayor Arsovska have full jurisdiction over most illegal constructions. He urged the city government to utilize its construction inspection to identify and demolish illegal structures. He further suggested that if investors fail to demolish illegal constructions themselves, the city should solicit bids from demolition companies, recover the costs from the illegal builder, report the violations to the prosecutor’s office, and potentially confiscate the property if built on state land. Nikoloski also implied that the lack of action from the city, despite public displays, could be due to political motivations involving the DUI party and Mayor Arsovska’s relationships with its officials.
Arsovska responded to Nikoloski’s statements through social media, claiming that the City of Skopje is the only municipality in the country without a construction inspection, as determined by law. She further asserted that the State Construction Inspectorate, which falls under Nikoloski’s ministry, is the responsible body for addressing the issue. Arsovska criticized Nikoloski’s competence and integrity, suggesting he lacks the necessary qualities to take action against illegal construction.
