Criminal charges have been filed against F.A., a former director of the Public Health Institution “Health Center” Kumanovo, for allegedly abusing their official position and authority. The Kumanovo Police Department filed the charges based on suspicions of violating Article 353, paragraph 4, in connection with Article 45 of the Criminal Code.

The investigation revealed that between 2020 and 2024, the accused entered into unlawful work contracts and hired individuals without the necessary approvals from the Ministry of Health. Furthermore, they allegedly bypassed the Ministry of Finance by employing a total of 127 people illegally, in violation of the Law on Labor Relations and the Law on Transformation into Regular Employment, as determined by the State Labor Inspectorate.

These illegal employment practices resulted in unauthorized salary payments totaling 21,594,510 denars, causing financial damage to the budget of the PHI “Health Center” Kumanovo. The former director is now facing legal repercussions for these actions.
