An audit has revealed significant irregularities and mismanagement at the Bureau for Development of Education, including illegal operations, budget abuse, and political partisanship. The State Audit Office’s report highlights a chaotic situation within the institution.

Zeqirija Hasipi, appointed by the Ministry of Education under Jeton Shaqiri’s leadership, remained in the director’s position for over five years without a competition or transparency.

The 2023 audit report showed that the Bureau was led by two individuals without a regular mandate, violating the law. Fees were paid to external associates without clear criteria, and funds were prioritized for party employment over teacher training. Only two out of seven recommendations from the previous audit report were implemented.
