Prime Minister Hristijan Mickoski announced the implementation of a Human Resources Management Information System (HRMIS) aimed at reforming North Macedonia’s public administration, emphasizing transparency, accountability, and a shift away from political patronage.
The HRMIS seeks to create a comprehensive and transparent overview of public sector employment, including details on positions, qualifications, salaries, and performance.
Mickoski criticized the previous administration for lacking a systematic approach, alleging a network of influence, blackmail, and arranged appointments. He asserted that the new system aims to dismantle this model by establishing a fair, transparent, and controlled framework.
The Prime Minister stressed the importance of a professional, stable, and resilient administration that prioritizes career advancement based on merit rather than obedience. He outlined the government’s commitment to identifying irregularities, implementing performance-based advancement mechanisms, and restoring public trust in state institutions.
Mickoski underscored that the HRMIS is a tool for broader policy reform focused on preventing the administration from being treated as a party asset. He emphasized the government’s commitment to investing in digital systems, training, and qualified personnel, while opening opportunities for young professionals.
The Prime Minister emphasized that the public administration belongs to the people and that ongoing reforms will introduce automated processes and build a complete digital system for managing institutions. He stressed the need for a digital, transparent, and accountable administration to foster trust and stability, noting that citizens expect fast, responsible, and efficient service.
Mickoski concluded that a European administration, defined by standards and substance, is essential for North Macedonia’s aspirations to join the European Union.
