North Macedonia is implementing a modernized Information System for Human Resource Management (ISUCR) to eliminate dysfunctionality, increase transparency, and streamline bureaucratic processes. Minister of Public Administration Goran Minchev announced the initiative, emphasizing the government’s commitment to establishing an efficient and accountable administration.
The ISUCR system, previously underutilized and outdated, has been completely overhauled and is now fully owned by the state. All public sector institutions will have free access to the enhanced system, which includes features such as centralized payroll calculation, digital human resource management, and real-time mobility and career development.
According to Minister Minchev, the renewed ISUCR will save millions of euros, reduce the risk of corruption, and introduce systemic accountability. The system offers each employee direct access to their electronic file, providing comprehensive data on salaries, training, evaluations, and promotions, eliminating lost documents and discretionary treatment.
Interoperability with key institutions like the Public Revenue Office, the Employment Service Agency, and the Central Registry is a core element of the ISUCR system. By the end of 2026, all 1,400 institutions in the public sector will be integrated into the system, ensuring a unified and efficient approach to public administration.
To ensure proper utilization, every employee in the administration will receive mandatory training on the new system, supplemented by video tutorials and technical support. The system will be updated every six months to incorporate real-time needs and technological advancements. Minister Minchev underscored that this modernization is not merely a technical upgrade but a significant reform aimed at building strong and reliable institutions.
