An investigation into the complaints against former Speaker of the House of Representatives Khadija Arib suggests a potential power struggle and strategic leaks within the parliamentary circuit. The criminal file indicates a possible reckoning, prompting calls for further investigation by the Chamber to maintain its credibility on integrity issues.
The investigation, triggered by complaints in September 2022, initially painted a picture of Arib as a leader who created a ‘reign of terror’ with intimidating behavior and abuse of power. This led the Chamber’s Presidium to launch an investigation, and Arib’s subsequent resignation seemed to confirm the accusations.
However, further investigation revealed a more complex situation, suggesting a power struggle between Arib and the administrative leadership of the House. Ordinary staff members reportedly admired Arib, contradicting the initial claims of widespread abuse.
The external investigation found that while Arib was direct in her communication, the most serious accusations were unsubstantiated. Fifteen out of nineteen interviewees described her as a competent, attentive, and involved chair. Though some felt emotionally affected by her directness, no one left their position solely due to Arib’s behavior, and no one was dismissed at her request.
Hearings by the National Police uncovered evidence that at least one senior official involved in the initial anonymous complaints later participated in ordering the investigation into Arib. Furthermore, there was a strategic consultation on how to leak the news to effectively win a ‘communication battle’ against Arib, with indications that key individuals knew more than they initially admitted. The National Police also found traces of erased evidence.
Given the involvement of politicians, the Public Prosecution Service cannot proceed independently. The decision to conduct further investigation now rests with the Chamber.
Despite the potential for accusations of self-interest, the Chamber’s credibility on integrity matters is at stake. To maintain its right to speak on such issues, a thorough effort to uncover the truth is deemed necessary.
