An investigation into allegations against former Speaker of the House of Representatives, Khadija Arib, suggests a potential settling of scores within the parliamentary circuit. The inquiry, initiated in September 2022 following complaints of intimidating behavior and abuse of power, has revealed a more complex picture than initially perceived.

The investigation was launched after complaints surfaced regarding Arib’s conduct, leading to her resignation. Initial reports painted a picture of a ‘reign of terror,’ with victims allegedly afraid to speak out.

However, the external investigation found that while Arib was not always gentle, the most serious accusations did not hold up. Fifteen of nineteen interviewees described her as a competent and involved chair, although she was known to address people directly and sometimes with raised voices. Nine individuals reported experiencing emotional distress as a result, but no one left their position or was fired due to her behavior.

Furthermore, hearings by the National Criminal Investigation Department revealed that at least one senior civil servant involved in ordering the investigation had initially complained anonymously. Evidence suggests a strategic consultation took place to leak the news effectively, potentially to gain an advantage in a ‘communication battle’ against Arib. The investigation also uncovered indications that highly placed individuals knew more than they admitted, with evidence of deleted traces.

Due to the involvement of politicians, the Public Prosecution Service cannot proceed independently. The matter is now back in the hands of the House of Representatives, which can decide to conduct further investigations to ensure transparency and maintain its credibility on integrity issues.
