Budget Reallocation Proposed to Address Prison Cell Shortage

Opposition parties propose reallocating funds earmarked for a future constitutional court to alleviate the critical shortage of prison cells. The proposal involves transferring half of the annual 50 million euros allocated between 2028 and 2030 for the constitutional court and the independence of the administrative jurisdiction division of the Council of State.

The proposed budget shift aims to free up 25 million euros annually between 2025 and 2027 for the prison system. This funding is intended to prevent the early release of detainees, a measure that could see prisoners released two weeks ahead of schedule in certain instances.

The urgency stems from a severe lack of prison capacity, projected to exceed 800 cells by 2030. Despite this critical situation, recent budget allocations have not addressed the issue, with some agencies even facing further budget reductions.

Members of parliament criticize the current approach to prison capacity. They highlight the need for structural solutions, including increased staffing, reopening closed facilities, and exploring alternative sentencing options like community service and electronic monitoring.

The reallocation proposal emerges amidst debates regarding the prioritization of resources. While some advocate for investments in the prison system to ensure sentences are fully served, others question the feasibility and necessity of establishing a constitutional court in the current political climate.
