Investigation into Violence and Brutalization in Primary Schools

Right-wing opposition parties in Denmark are proposing measures to address violence in primary schools, including the potential expulsion of violent students. This proposal aims to prioritize the safety and well-being of victims and the overall school community.

The proposal suggests initially addressing violent behavior by sending students home or providing specialized educational programs within the school. These programs would be staffed by teachers with specific qualifications to manage these students for varying durations. If these interventions fail to correct the violent behavior, the proposal grants head teachers the authority to expel the student without requiring municipal council approval.

While the municipality would remain responsible for ensuring the child receives appropriate care, potentially through a specialized program, the focus shifts to removing the disruptive influence from the regular primary school environment. This approach acknowledges that children exhibiting violent behavior need help, but argues that primary school may not be the optimal setting for that support.

The proposal recognizes that implementing these measures, particularly providing specialized programs, will incur costs. However, proponents argue that investing in a safe and secure primary school environment is essential for Danish society. They emphasize that children should not fear attending school due to violence, and teachers should not face a violent work environment.

Recent data indicates a significant problem, with at least 1,778 students temporarily sent home in the past two years due to violence. Teachers have also reported an increase in student-on-student violence over the past five years.

The Conservative party leader, Mona Juul, characterized a violence-free school as “a modest wish.” Similarly, Sólbjørg Jakobsen, Liberal Alliance’s political spokesperson, countered concerns about expelling students by stating, “I think the most drastic thing is that it is considered drastic.”

While current regulations allow for student expulsion, the process is often cumbersome for head teachers due to potential municipal disagreement and financial repercussions for the school. The proposed changes aim to streamline the process, specifically in cases of repeated violent behavior, enabling head teachers to prioritize the safety of the broader school community. The goal is not to allow head teachers to avoid responsibility for challenging students in general, but rather to provide a clear path for addressing violent behavior that disrupts the learning environment for others.
