Framework for Ukraine’s Security Guarantee after Potential Peace with Russia is Emerging

International efforts are underway to establish a security guarantee for Ukraine following a possible peace agreement with Russia, although the initiative is considered premature due to the currently distant prospects for peace. French President Emmanuel Macron announced commitments of aid for the security guarantee from 26 countries after a recent meeting with involved parties.

Prime Minister Mette Frederiksen of Denmark, after participating in a meeting in Paris with willing countries including France, England, and Ukraine, stated that the security guarantee is taking shape. She emphasized that such a guarantee can only be implemented once the war has ended, and noted that Russian President Vladimir Putin does not appear to be seeking peace.

The meeting also addressed the role the United States would play in a security guarantee for Ukraine post-war. According to Frederiksen, discussions were held directly with Donald Trump, and there appear to be commitments from the Americans regarding some form of involvement.

Frederiksen highlighted the deteriorating situation in Ukraine, pointing to continued bombardments, including an attack on a mine clearance effort in the Chernihiv region led by the Danish Refugee Council, where two employees were killed and three were injured. The local governor has called the attack a targeted one.

Details of the security guarantee’s design are still being finalized.
