Moscow Crime Statistics: Victims and Perpetrators in the First Nine Months of 2025

The Moscow Prosecutor’s Office reported that fraud, theft, and drug-related offenses were the most frequent crimes committed in Moscow during the first nine months of 2025. A total of 92,955 crimes were solved, which is 3,645 fewer than in the same period in 2024.

According to the supervisory authority’s statistics for January-September, fraud accounted for 37.17% of all crimes, followed by theft at 25.07%, drug and controlled substance-related crimes at 14.41%, and other crimes at 19.86%.

In Moscow, 114 murders were registered, which is 38 fewer than in the same period in 2024. Men were the most frequent victims (73.2%), while women accounted for 26.8%. Murders against minors and children constituted 4.4%, the elderly 14.9%, and other categories of victims 80.7%.

Of the 23,301 registered thefts, 52.3% of the victims were men, 47.7% were women, 1% were minors and children, 6.3% were elderly, and 92.7% were other categories. Women accounted for 60.1% of fraud victims, while men accounted for 39.9%. Minors and children made up 0.8% of fraud victims, and the elderly comprised 30.6%.

Minors committed 590 crimes, according to the number of preliminary investigated crimes. The Eastern, Southern, Central, South-Eastern, and North-Eastern districts recorded the highest numbers of these crimes. In contrast, Zelenogradsky was the district with the fewest crimes committed by minors.

Furthermore, 1845 crimes were registered against minors. The Western, Northern, Southern, South-Western, and Eastern districts recorded the highest numbers of these crimes.

In terms of preliminary investigated crimes, the South-Eastern District was the most criminal district. Men more frequently committed crimes (35,410) than women (12,035).

Criminals were most often people aged 30-49 with a general secondary and professional education. These individuals were mainly employees and managers.
