Russian Railways Orders Land Seizure for St Petersburg Moscow High Speed Rail Construction

Russian Railways (Roszheldor) has ordered the seizure of land and properties in the Leningrad Region to facilitate the construction of the St. Petersburg – Moscow high-speed railway line. The orders, signed on October 17, affect residential and commercial properties.

The land seizures impact numerous plots within the Fedorovskoye urban settlement. Four orders detail the requisition of 10 plots with residential buildings, 7 plots with 5 houses, 11 gardening plots, and 10 plots respectively. An additional order concerns 4 plots with 3 structures.

Besides individual homeowners, the seizures also target the Union for Support and Development of Entrepreneurship, commercial tenants, and the Road Administration of the Leningrad Region.

This is not the first instance of land being acquired in the Fedorovskoye urban settlement for the high-speed rail project. Roszheldor has been actively purchasing land in both St. Petersburg and the Leningrad Region, including from companies like the Telman pedigree farm. In cases where owners disagree with the offered terms, the concessionaire for the railway construction resorts to legal action.

The project includes constructing a terminal near the Moscow Railway Station in St. Petersburg, on the site of the Kokorev warehouses. The city has already approved the architectural design of the terminal. To ensure accessibility, plans involve extending streets, building a tunnel under the railway tracks, and creating a new exit from the Ligovsky Prospekt metro station by 2028.

The high-speed line will accommodate trains capable of operating at speeds of 360 km/h, with a maximum speed of 400 km/h. A leasing agreement is in place with GTLK for the supply of high-speed trains. Ural Locomotives from the Sinara Group will ultimately be the supplier. Russian Railways and Ural Locomotives have already signed a contract for the first two experimental electric trains, valued at 12 billion rubles. A subsequent series of 41 trains will be acquired through a lease agreement.
