The establishment of an Academy for Professional Development and Training of Administrative Staff will systematically and institutionally regulate the professional training of civil servants. This initiative aims to provide every administrative employee with opportunities to upgrade their skills, acquire new knowledge, and demonstrate their professional capacity.
Minister of Public Administration, Goran Minchev, addressed the public discussion, emphasizing that the new laws on public administration, particularly the Law on Professional Development and Training, are setting new standards in the public service.
Minchev highlighted the partnership with the French Embassy and French institutions, stating it represents trust in reforms based on knowledge, transparency, and results.
The project, “Strengthening Capacities and Professionalization of the Administration,” is being implemented with support from the French Embassy, in partnership with the National Institute of Public Administration (INSP), the General Directorate for Administration and Public Service, and the Center for Change Management. This project is considered a foundation for creating a new system where institutions serve as tools for development.
The Academy for Professional Development and Training of Administrative Staff is envisioned as the central hub for professionalizing the public service. Minchev asserted that this marks the first time the professional training of civil servants is being systematically and institutionally regulated in the country’s history.
The event featured addresses from key figures, including the Ambassador of the Republic of France, H.E. Mr. Christophe Le Rigoleur, Dr. Neda Maleska Sachmaroska, Executive Director of CUP, and French expert Prof. Dr. Jean-Michel Eymeri-Douzans. Representatives from the General Directorate for Administration and Public Service of France (DGAFP) were also present, alongside guests from the diplomatic corps, government officials, representatives of state institutions, the civil sector, and the academic community.
The Minister expressed gratitude to the Ambassador of France, CUP, and all partners contributing to public administration reforms, underscoring it as “a partnership between the state and its people, between the institution and the official, between knowledge and the public interest.”
Two panel discussions, featuring domestic and international experts, showcased models and experiences in organizing training academies and best practices in continuous civil servant education.
The Ministry of Public Administration reaffirms its commitment to reforms leading to a professional, transparent, and European public administration, which will serve as the foundation of a modern and responsible state.
